Prof. Bhatnagar has a long teaching and administrative experience. He has completed his LLM from Kurukshetra University and Ph.D. in Law from Rohtak University, Haryana. He has worked in various capacities in Babasaheb Bhimrao Ambedkar University, Lucknow. Some of the major positions he held were Dean (Law) and Acting Vice Chancellor of BBAU, Lucknow in 2001 and 2007.
Prof Bhatnagar has served almost for four decades as law teacher in University departments. He was also the member of the First Academic Council of the National Law School, Bangalore in 1987. He has been nominated by the Chief Justice of India as the member of the Executive Council of the Indian Law Institute in 2006. Based on his long teaching and research experience he has contributed in many reputed institutions of national repute like- members of the Academic bodies of Himachal National Law University and Assam National Law University, member of the Academic Bodies of Universities at Delhi, AMU, Silchar (Assam), Jammu, Patna, Asansol (West Bengal), Bhopal, Sirsa (Haryana), Nainital (Uttrakhand), Allahabad University and Karnawati Univ. (Gujarat)
Prof. Bhatnagar has published around three dozen papers in reputed journals and edited books and he has been member of Editorial and Advisory Boards of the reputed Law Journals.
Apart from these he has been invited by the All India Radio to deliver several talks on legal and other issues. His special interests include legal aid and legal literacy programmes.
